Dear editors, first, I am sorry for using English on Romanian wiki. I have some questions about municipiu in Romania

• what extra rights and responsibilities do municipialities have compared to cities?
• are they subordered to counties or they are out of the administrative range of them?
• who promotes cities to municipialities? (government, head of state etc.)
• I read somewhere, that there were no municipialities during the provincial administration and today's municipialities were created in 1968, after the reintroduction of the county system. Is that right?
